Class feats typically help to enhance or even alter a class's existing class abilities, such as the ability for a rogue to alter her sneak attack via the Hamstring feat or a cleric's ability to change the effects of his channel energy ability. Also the class feats can offer a class a variety of alternate class abilities to truly customize a class to the player's taste. Examples like this are the fighter's Weapon Specialization feat and a wizard's Arcane Blast.
For the most part class feats are available only to the classes stated in their descriptor, even if they have a secondary descriptor such as "combat" or "archery," they are still only available to that specific class. There are a few exceptions to the rule however, that is noted in class descriptions. Exceptions such as a centurion having access to a handful of fighter shield-based feats, or the samurai that takes archery as his secondary training. He then has access to ranger-only archery feats.
